The Xi-Xia (Tangut) dynasty, whose court was in the modern Ningxia region,
controlled a large area from Ordos (Inner Mongolia) to the Hexi Corridor
(western Gansu province). Many scholars have pointed out that this dynasty
controlled the trade routes between East and West, and prospered through entrepôt
trade. The Xi-Xia government divided the territory of the state into several military
districts, which were controlled by setting up government agencies named 監軍司
(Military-Police Departments) in each district. The majority of its territory comprised
desert areas where it hardly rains with oasis areas interspersed among these deserts.
The time taken to move from the capital to the farthest Military-Police Department
was 40 days...
